Why does the Pakistan government refuse to condemn the Bhutto assassination "in the strongest terms"?

A diplomat said Pakistan objected to condemning the act "in the strongest terms." The Security Council did come together and issue a statement this afteroon. But I'd like to know if Pakistan explained their objection(which the story writer never addressed whether Pakistan was asked "Why", or not) or if not, then I'll look forward to an explanation from them .
