How can we stop piracy in pakistan and other countries?

Pirated movies are illegal right? Then how does Pakistan get away with it? I mean the FBI has been there and made them stop but it came back. Does anybody have an idea to stop it?

1. it is the same in china. however, the translation (literal) of copyright over there is "right to copy" so it makes it legal.. clever huh? to stop it, thermonuclear warheads? say please? but why would i want to pay an outrageous price for a legal film?
2. Blow them up. ...but that would just cause more problems. I really dont think the problem will be solved unless the Pakistani government steps in somehow to resolve and monitor the problem.
