why Indian government has not yet solved kashmir issue with Pakistan?

it means it is taking to long time and people are getting shooted by militants.what paln that indian government should decide? they are just doing meeting and confernace? when this issue will be really end?

1. Why should they? They already have Kashmir.
2. Because they are dumb!!!
